HYDERBAD: Posh Banjara Hills and Jubilee Hills, residential hubs Kukatpally Housing Board (KPHB) Colony and Secunderabad and the old city areas around the Charminar all share a common distinction - the most-polluted areas of the city. The distinction, in turn, also reflects in their generous contribution of various ailments, physical and psychological, to the residents here.
According to the Andhra Pradesh Pollution Control Board (APPCB) officials, Secunderabad and Kukatpally top the charts for air pollution while Charminar, Punjagutta, Jubilee Hills and Banjara Hills outperform other areas in the city for noise pollution.
Officials attribute both forms of pollution to movement of a large number of vehicles in these areas, especially steady honking of horns by drivers of heavy vehicles and frequent traffic snarls.
The respirable suspended particulate matter (RSPM), a measure of air pollution, is 108 microns at Paradise area and over 100 at Kukatpalli which is much above the standard level.
On the other hand, noise levels at the Charminar, Punjagutta, Banjara Hills and Jubilee Hills have been recorded at over 79 decibel as against the normal level of 65, KV Ramani, chief environmental scientist, APPCB, told Expresso.
With the increase in the number of private vehicles in the twin cities, pollution was also going up, she opined.
Noise levels of 65 decibel in commercial zones and 50 decibel in sensitive zones are acceptable.
As per the APPCB directions on controlling sound pollution, industries have made some changes and reduced the sound levels considerably.
Now, there are no complaints from the public in this zone, she said. However, in sensitive areas (hospitals, courts, police stations, schools and colleges), the decibel levels were increasing by the day. Constant honking, use of generators and frequent traffic jams are responsible for soaring noise and air pollution levels in this zone, she added.
If someone thought noise pollution was restricted to day time, then it would shocking to know that night time pollution is even higher.
As against the day noise pollution levels mentioned above, the night time levels are as high as 90 decibel (dB) at the Charminar, Punjagutta and Abids.
At Zoo Park and KBR Park, the day levels are 70 and 71 dB respectively and 80 dB at nights.
Officials cite movement of heavy vehicles at night for the higher levels of noise pollution. In spite of the seriousness of the problem, people suffer silently as they lack awareness of health hazards and information on the nature and size of the problem, APPCB scientist Satyanarayana Rao said.
Noise pollution also leads to psychiatric problems such as anxiety and depression. The only solution to noise pollution is people using public transport system, he added.

The successful launch of Jagan Reddys Odarpu Yatra must not only be seen as the Kadapa MPs big victory over his fierce rivals within Congress party since it has wider implications.
The young MP, who has been nurturing ambition to become states chief minister, appears to be stepping into his late father YSRs shoes by taking out controversial yatras, defying the Congress central leadership.
Although it would be too early to say whether Jagans controversial Odarpu Yatra will elevate his political stature in the state, it is sure that he is trying to fill the void created by YSRs death. The young Congress MP, who is as bold as his late father YSR, has emerged as powerful face among the present lot of Congress leaders in Andhra Pradesh.
Jagans rising popularity and peoples growing support is virtually giving sleepless nights to Chief Minister K Rosaiah, who has faced flak for trying to belittle YSRs achievement.
A large gamut of YSRs sympathisers, which emerged as the young leader began his 'Odarpu' yatra in Andhra Pradesh's Srikakulam district, points to the fact that Jagan and his family command the same respect and support, which the late charismatic enjoyed.
Jagans open defiance of Congress high commands directives asking him to quit his campaign has spilt the party in two - one side pressuring Chief Minister Rosaiah to stop his tour and the other camp supporting the Kadapa MP.
In view of Jagans standing in the state politics, Congress high command is tight-lipped at the moments over the issue. The Congress leadership has been maintaining that it is not worried about the political fallout of Jagans campaign, but is indeed keeping a close watch on how things unfold post-Odarpu yatra.
With his campaign, Jagan has thrown a challenge at the Congress, which has failed in the past to bridge the widening gap between him and the Chief Minister. Jagans controversial campaign has also raised political heat in the state, where the by-elections to 12 assembly seats in Telangana region are due to be held on July 27.
The timing of Jagans yatra coincided with YSRs birth anniversary, which is likely to strike an emotional chord with his fathers sympathisers and could even benefit Congress in the upcoming by-polls.
After YSRs death, a section of his loyalists wanted Jagan to become the Chief Minister, but the central leadership preferred an experienced Rosiah over Jagan then a novice in the Andhra politics. This triggered resentment in the Congress leadership in the state and led to the emergence of different power centres. The power game within the party has led to a face-off between Rosiah and Jagan Reddy quite often and has caused embarrassment to the Congress leadership.
Jagans tour has shattered Congress hopes of uniting the party under one leader, as it has once again brought to fore its internal feud. This is also evident from the fact that Chief Minister K Rosaiah gave clear instructions to the party legislators to boycott Jagans consolation tour.
Rosaiah has in the past cited lack of cooperation from a section of ministers close to Jagan in the day-to-day administration of the state, which has made him a laughing stock before the opposition.
What has further troubled the Congress leadership is the enormous support, which Jagan got from party legislators despite warnings of extreme action from central leadership. The second rung leaders of Congress seems to have taken a calculated risk of favouring Jagan in anticipation of being rewarded if things turn in favour of YSRs son.
Late YSRs opposition to separate statehood for Telangana has further bothered the central leadership in view of the opposition from those party MPs and MLAs, who hail from the Telangana and protested Jagans tour.
Telugu Desam, which has reverted to its traditional stand on the Telangana statehood, is hoping to reap political benefits in case of any split in the Congress fold.
TDP has further predicted that Jagans tour could lead to vertical division in the Congress. TDP chief Chandrababu Naidu is hopeful that given the dissent among the Congress leaders over Telangana issue, the party would split and some of them could join his party in the days to come.
The extensive media coverage of Jagan's yatra has put the Congress in a fix. The party is carefully weighing all options since any negative fallout of this tour would damage or destabilize the Rosaiah government. With only few days left for the by-elections in Telangana, the Congress seems to be in no mood to invite further trouble.

HYDERABAD: If Telugu film Tagore showed that doctors in a corporate hospital can `treat a dead man to fleece a few lakhs of rupees from his people, a few concerned citizens here proved that doctors, in fact, can go a step ahead and declare a dead man medically fit for a paltry Rs 200!
PS Padma Rao, a former assistant civil surgeon in King Koti hospital, had officially certified V Nageshwar Rao of Padma Rao Nagar, who died on August 26, 2009 as medically fit on June 7, 2010. (Expresso has access to Negeshwar Raos death certificate issued by the GHMC and the medical certificate issued by Padma Rao).
The doctor has been on the panel of doctors hired by the transport department to certify the health condition of driving license seekers.
The concerned citizens, who have been observing the illegal activities of several doctors on the transport department panel, approached Padma Rao, who operates in RTA Trimulgherry, for a medical certificate as per the Motor Vehicle Act on June 7, 2010 by affixing the photograph of Nageshwar Rao on the prescribed Form-1A.
Without bothering to know or ask for the details of the applicant, Dr Padma Rao, in his own handwriting, filled up the form declaring that the applicant has a mole on his right hand.
I certify that I have personally examined the applicant.
The special test of distant vision and hearing ability, the condition of arms, legs, hands and joints of extremities of the candidate and to the best of my judgment he is medically fit to hold the driving licence, Dr Padma Rao declared in the form and attested it. The doctors `services were in exchange of Rs 200 against the statutory fee of Rs 15.
Thanks to Padma Rao, the late Nageshwar Rao became eligible for a driving licence again. The licence that Nageshwar Rao took when he was alive was valid till March 12, 2012.
Appointment of professional doctors at all RTA centres was introduced by the transport department following the busting of a racket by the Task Force police in 2006. The officials exposed that several agents had been producing fake doctor certificates by using self-made letter heads and rubber stamps.
As a reform, the RTA officials appointed retired government doctors to certify the applicants.
But it has been found that some of these professional doctors have also been issuing false certificates by taking money. It is learnt that there are many more Padma Raos operating in the state, especially in the RTA centres in Hyderabad and Ranga Reddy districts.

With the Congress high command not showing any inclination of softening its stand on Kadapa MP Y.S. Jaganmohan Reddy, it seems that an all-out war is on the cards as sources say that the late YSRs son is now planning to start his own political party.
The Congress high command was reportedly annoyed with the young MP for releasing a letter giving details of the conversation between his family and party president Sonia Gandhi when they met in Delhi. The fact that he insisted on continuing with the Odarpu yatra despite being told not to has also irked the high command.
The Congress high command has now instructed the state leadership, particularly chief minister K. Rosaiah, to go on an offensive and ensure that the Congress is not affected if Mr Reddy forms his own party.
He wants to gain some sympathy from the public showing that he is being served a show-cause notice and later a suspension or expulsion notice from the party. We dont do that, let him do whatever he wants, but you (state leadership) ensure that he doesnt get support from the party and legislators. This was the message to the state leadership from the high command.
When members of the Congress high command contacted state leaders and enquired about the possibility of party MLAs joining the new outfit of Jagan, they said that he might not even manage 10 in spite of he reportedly offering Rs 10 crore to each MLA to switchover to his side.
Sources say that Mr Rosaiah has contacted ministers and MLAs and warned them of serious consequences if they attended the Odarpu yatra.
Meanwhile, Mr Rosaiah has apparently rebuffed a recent proposal from the camp of Mr Y.S. Jaganmohan Reddy who wants him to step down as chief minister after a convenient period of time in his favour. The truce proposal was brought to Mr Rosaiah by a key political figure of the Jagan camp and the gist of the proposal was that Jagan would extend all possible support to Mr Rosaiah with his group of MLAs and with the popular Telugu daily Sakshi and the news channel for the next six to eight months as long as the former abdicated in his favour after that.
He apparently patiently heard the proposal before turning it down stating that he was not the one to decide whether he would continue as chief minister.

Hyderabad, July 11(ANI): The Indian fish festival, INFISH 2010, is being organized in Hyderabad, which is showcasing exotic and colorful varieties of fishes.
Organized by the National Fisheries Development Board (NFDB), INFISH 2010 is aimed to promote sales of ornamental fishes and showcase the state-of-the-art production and processing techniques in use in the country.
"Basically people come here to understand what fisheries are. Secondly, they are very fascinated looking at the ornamental fishes, and those who wish to keep an aquarium at home, it is a great opportunity," said Vasu Devappa, Senior Executive Director of the NFBD.
"The third and the most attractive thing is the fish food court, where people want to taste different kinds of fish, and there are fish preparations which are from different ethnic groups," he added.
Other than ornamental fishes, edible fisheries have also emerged as a major crowd-puller, with people buying their favourite marine delicacies with gusto.
The pavilion comprises hundreds of chefs from reputed hotels across the country with their versions of different fish recipes.
The show further aims to create awareness among the consumers of fish as a healthy food.
"People would generally not have been interested in simple fishes. People would want to go to an aquarium to get a reaction. I feel that getting to see these things here generates more interest," said Nikhit Pillai, a visitor at the event.
